Exporter files

Files members can fetch in a group with /exp <name> or /exporter <name>. Uploading a file with a name that already exists replaces its content, so you can refresh an export by re-uploading the same file. The name is matched exactly (case-insensitive) against what members type after the command, e.g. uploading 30303000.txt lets members fetch it with /exp 30303000. You can select many files at once (a large selection is uploaded in batches of 300 automatically). Only group admins (as last synced from Telegram) or the Telegram users approved on the command operators page can use the command.
